As he marked the 73rd anniversary of his first day of employment with Henrico County, Elvin R. Cosby announced Tuesday, April 23, 2019 to the Board of Supervisors that he would be retiring effective April 30, 2019. Mr. Cosby, a maintenance supervisor who joined the Department of Public Works at age 18, is the longest-serving employee in Henrico’s history. Mr. Cosby, who attended the meeting with his wife, Lottie, and other family members, thanked the board and audience members and shared an anecdote that underscores his admiration for the county. “Somebody told me, ‘You love Henrico. We don’t believe you’re ever going to leave.’ I said, ‘Oh, yeah, I love my family, too.’ ”
